What type of paint could be used for pier steps that go into brackish water? We would like to use an antifoul paint, but it has to be safe for people to be in regular contact with.

Bottom paint is a pesticide and limited exposure is best. You would NOT want to use an ablative bottom paint. You should use a very hard modified expoxy bottom paint like Sharkskin, if you use anything at all.
